Three weeks in April in Europe mountain camping can be a nightmare for you unless you are an experienced alpinist. Not familiar with Eastern Europe, but I'm guessing it's there too early. On the other hand it is possible that Greece Italy Spain and regions in Southwest France may fit (I think there's some Forum members who understand those areas).
